| Summary: | There are instances where one or more students who are unable to participate in an NSAA sponsored activity can result in a school being classified by an enrollment number that is not reflective of the actual number of students who are able to participate. This proposal would permit schools to submit a request, with supporting documentation, to the NSAA Board of Directors for consideration of an adjustment to their enrollment number. The Board of Directors may approve the request, with supporting documentation, for the following reasons:
• Students attending a Nebraska Interim Program (Rule 18). • Students attending a specialized school or program (such as Mosaic in Axtell, NE) while being counted in their district of residence’s enrollment number. • Students attending a district or ESU-provided alternative school may not be eligible to participate in NSAA activities, depending on the local school district's determination. • Students who are ineligible due to reaching the age of disqualification (19 on or before Aug. 1).
| Rationale: | This proposal allows schools to apply for adjustments to their enrollment number in clear-cut situations that are often beyond the control of activities directors and coaches. It provides schools with the option to seek placement in a classification that enhances competitive balance. | |||
| Pros: | Provides another mechanism for competitive balance that does not require an activity program to lose student participation or fail before receiving consideration through the Competitive Equity waiver process. The Competitive Equity process, in its current form, is reactive in nature and runs counter to what defines strong educational leadership.
This proposal provides schools with the flexibility to account for unique enrollment characteristics within their district, helping to promote more equitable competitive balance. It creates a process for schools to demonstrate when their actual number of students able to participate differs from the NDE reported number, preventing situations where schools are placed in classifications that do not accurately reflect their true numbers of available participants.
