Summary:3.6.1 - The term "all-star" is defined as a player or players chosen based on their individual accomplishments or reputation gained while competing in interschool competition. YMCA, YWCA, AAU, USVBA, etc., teams that are organized between sports seasons by individuals or clubs, or individuals selected through a designated try-out session shall not be considered as all-star teams.

3.6.2 - No athletic team from any member school shall compete against any all-star team.

3.6.3 - A student who has exhausted his/her eligibility in a sport is free to participate in all-star competition in that sport.

3.6.4 - A member school or a conference of member schools may sponsor all-star competition for students who have exhausted their eligibility in that sport. Member schools may permit the use of their facilities, equipment, and provide uniforms for such competition.

3.6.5 – A student who has not exhausted his/her eligibility in a sport may participate in all-star competition in that sport if the participation occurs during the summertime or during the school-year out-of-season period, while the organized practice is in effect.

3.6.6 - A member school or a conference of member schools shall not conduct, organize, or promote all-star contests at any time, for underclassmen. Member schools may permit the use of their facilities and equipment for such competition.
Rationale:This proposal reformats the All-Star Competition Language and adds additional permissions such as allowing underclassmen to participate on all-star teams during the summertime or during the school year out of season period. It also adds that no member school or conference of member schools may sponsor an all-star event except for students who have exhausted their eligibility in that particular sport.
Pros:Provides more exposure opportunities for students.

Aligns more closely with neighboring state associations.
Cons:
