| Summary: | 2.7.7.1 - The NSAA member school from which the student is transferring MUST enter the student’s name in the NSAA online database during the transfer entry period, which begins four (4) weeks prior to May 1 and ends one (1) week prior to May 1. When entering the student, the school must designate the NSAA member school the student plans to attend the following school year. During the week immediately preceding May 1, each receiving school MUST confirm in the online database the transfer of each student designated to attend that school. The final deadline for all entries and confirmations is May 1.
Once the NSAA has been notified through a properly entered and confirmed transfer, the student could complete that year of eligibility in the school the student was leaving. The student would, however, become ineligible for ninety (90) school days the next fall if the student were to change his/her mind and decided not to transfer. Both the sending school and the receiving school must acknowledge in the online database that they are not aware of any undue influence violations leading to the transfer. If either school believes that a due process violation has occurred, the transfer shall remain pending for sixty (60) days while the accusing school gathers and presents evidence to the NSAA. For students transferring from an out-of-state school, the receiving NSAA member school MUST enter the student in the NSAA online database during the transfer entry period, as out-of-state schools do not have access to the NSAA portal. The out-of-state school’s administration will be sent a form to complete the acknowledgment that they are not aware of any undue influence violations leading to the transfer.
| Rationale: | This proposal came out of discussions from the undue influence committee. It is aimed at increasing transparency and accountability. It solves a couple of problems. 1) the secrecy that is associated with transfering and schools being unaware of transfers. 2) the leaving school is in a better position to communicate with the family that they know and gather the needed information for the May 1 form. 3) the acknowledgement of undue influence bylaws by both schools provides an avenue to provide evidence of violations. | |||
| Pros: | Listed in the rationale | |||
| Cons: | Families will have to disclose their intent to their current school prior to the Spring season ending
It will take significant programing on the NSAA side
